The Study examines illegal employment of third-country nationals in 23 Member States.

The Study is based on contributions from 23 Member States and examines illegal employment as a ‘policy cycle’ – i.e. from preventive measures and incentives for employers and employees through identification to sanctions for employers and outcomes for employees. Norway did not participate in the study.
